The East Central Solid Waste Commission is a municipally-owned organization made up of Kanabec, Pine, Isanti, Chisago and Mille Lacs counties. The entity owns both the landfill outside of Mora and a pair of transfer stations near Hinckley and Cambridge
A Caterpillar G3520C, 1.6 MW generator uses methane gas from the Mora Landfill to generate power while a backup candlestick flare located on the landfill property combusts landfill gas when the generator is at capacity. The project has annual emissions reduction of 24,750 metric tons CO2e
The Mora landfill site is approximately 164 acres. The East Central Solid Waste Commission has operated the landfill since 1970, but prior to this project never had a comprehensive gas collection system in place.
Methane emissions from landfills in the U.S. represent approximately 34% of total U.S. anthropogenic methane pollution, and The Mora Landfill is not currently required to install a gas collection and control system. The landfill’s capacity is below the level required for subject for review under New Source Performance Standards, meaning the landfill's emissions are below a level at which installation of a collection system is required.
The facility monitors gas flow using flow meter readings and periodic methane content samples to verify the amount of methane captured and combusted. The emission reductions are verified by an accredited third-party verifier using the Climate Action Reserve’s Landfill Project Protocol.
The sales of the carbon offsets keeps the project from operating at a loss. All carbon offsets generated by the verified emission reductions are registered by the Climate Action Reserve and receive a unique serial number. This ensures that the carbon offsets are not double counted and, once retired, are not sold or transferred again.
How The Project Works
- Trash decomposes (or rots) in landfills, creating methane gas.
- Methane rises to the top of the landfill and is collected in pipes.
- The methane is burned to produce heat or generate electricity.
